Getting Involved with Victory - Your opportunity to feedback on the Draft Resident Participation Agreement (RPA) Report

Jeff Hart, Chair of the RPA Review Steering Group writes:
"I am writing to you as Chair of the RPA Review Steering Group. You will be aware that when we developed the RPA in the summer of 2009 we agreed to review it after a year to make sure involvement mechanisms and processes were effective and that Victory residents are able to have a real influence on how Victory is run. The Partnership Panel set up a Steering Group of three Partnership Panel members, three Board members and three Victory staff to appoint independent consultants to undertake the RPA review on their behalf.
Consult CIH were appointed to this role and have since met with involved residents through focus groups, attended a range of meetings and have spoken to most Chairs of groups, they have also responded to those of you who contacted them following the letter dated 8th January 2010. From the information they have gathered they have now presented a draft report to the Partnership Panel. Consult CIH have aimed to provide a structure for resident involvement that meets the needs of Victory residents and Management Board and which also meets the requirements of the TSA who regulate Victory.
The Partnership Panel have already given their views to Consult CIH regarding further considerations needed in terms of agreeing the final report and these have been added to the end of the draft report in Appendix 1. The Partnership Panel has agreed in principle to the approach suggested by Consult CIH which mirrors the way in which Victory has structured its service delivery plans.
The next stage of the review process is to get feedback on the draft report from the wider group of involved residents. You can give your confidential feedback in a range of ways:
· By attending an interactive meeting independently facilitated by Jenny Vernon on 22nd or 23rd February 2010
· By completing the online "RPA Review Confidential Feedback Form".
· By asking us to arrange for Jenny Vernon to contact you by telephone (please call Claire Norgate on 01692 502490 who will forward your contact details)
The meetings scheduled for 22nd and 23rd February will give you an opportunity to hear more about the proposal and suggested changes to the structure of resident involvement at Victory and you will be able to give your feedback to Jenny Vernon. Following the consultation sessions in February, your views will be passed by Jenny Vernon to Consult CIH who will then review the draft report.
Jenny Vernon will then facilitate further meetings with residents in March to encourage further dialogue and provide clarification on any proposals for the final report.
Consult CIH will forward the final version of the report to the Partnership Panel and the Board of Management for their agreement in April. It is the Board of Management who will have the final endorsement of the RPA Review as they are required by the TSA to meet their regulatory requirements, in particular about resident led co-regulation.
