John Archibald

John Archibald - Chief Executive

John has served as Chief Executive of Victory since its creation in February 2006.  Having initially started out in the world of corporate finance with the HSBC bank, he moved into the not for profit sector in 1992.  Since then he has worked for four stock transfer housing associations and served as a Charity Chief Executive for five years.  In addition to his responsibilities at Victory, he is Chairman of the charity Voluntary Norfolk, an organisation committed to supporting volunteers and voluntary organisations. 

Stephen Read

Stephen Read - Deputy Chief Executive

Stephen is a Chartered Accountant, graduate of Nottingham University and holds a Treasury qualification.  Following qualification at Deloitte in Cambridge he worked in the financial services industry across the Midlands and East of England before joining Victory at transfer in 2006. Outside of work Stephen is a Parish Councillor and Director of his family’s farming business in Lincolnshire.



Jo Wicker

Jo Wicker - Corporate Services Director

Jo looks after a diverse range of functions including Customer Services, Complaints and Improvement, HR, Communications, Governance, Health & Safety and Policy. She has been with Victory since 2008. She is a trustee at the Benjamin Foundation and volunteers with the Wroxham Community Plan and Fresh Start for Hens.

Christine Candlish

Christine Candlish - Housing Director

Chris has over 25 years’ experience in the social housing sector.  She provides strategic direction and leadership for the delivery of Victory’s Housing Services (Allocations, Neighbourhood Management, Income Management, Anti-Social Behaviour, Resident Engagement, Community Development, Tenancy Support and Employment Support); in compliance with relevant regulation and legislation.

Mark Burghall

Mark Burghall – Development Director

Mark is responsible for both the new build and disposal programmes. Starting at Victory in 2007 as a team of one, he is now supported by a large team delivering 200 new homes and selling 100 properties annually, including open market, Shared Ownership and Right to Buys. He has a varied background encompassing maritime and civil engineering and project management. He started work in affordable housing development 20 years ago.



Paul Morris

Paul Morris -  Finance Director

Paul’s responsibility is to lead, deliver and develop the Finance and Business Systems areas of the business.  This includes Victory’s financial and management accounting, IT, business support and head office facilities teams and leadership of these services to enable Victory to achieve its corporate objectives.

Ian Candlish

Ian Candlish - Assets Director

Ian has worked for Victory since 2006 and is responsible for the strategic and operational management of Victory’s asset management functions and activities to its stock portfolio.  He is responsible for delivery of Victory’s building repairs service (including repairs to empty homes), maintenance and improvement programmes, property health and safety compliance, asset management strategy and implementation, and achievement of its property related corporate objectives.
